Local self-government bodies and subdivisions of executive and judicial authorities operate on the territory of the Nova Ushytsia territorial community.
Each of them has its own competence (powers). Their officials are obliged to act only on the basis, within the limits of authority and in the manner provided for by the Constitution and laws of Ukraine.
The Nova Ushytsia settlement council, the Nova Ushytsia mayor, executive bodies of the Nova Ushytsia settlement council are local self-government bodies. Local self-government bodies do not interfere in the activities of executive authorities.
Local self-government bodies are maintained at the expense of the local community budget. Executive and judicial authorities - from the state budget.
The Nova Ushytsia settlement council
The settlement council consists of 26 deputies elected by the residents on the basis of universal, equal and direct suffrage by secret ballot for a five-year term. The number of deputies and their term of office are defined by law. Currently, the deputies of the 8th convocation of the settlement council (2020-2025) are in office. There are 4 electoral districts in the hromada, within which deputies are elected, but a deputy represents the interests of the entire hromada (not just his/her district).
What a deputy can and must do is defined by law. Deputies (except for the council secretary) in the council do not receive salaries. The secretary of the council is elected from among the deputies. He or she organizes the preparation of council sessions and issues to be submitted for consideration.
Deputies make decisions. Decisions are made at the plenary session of the council by open roll call vote. The results of the roll-call vote are made public. Decisions must comply with the law and are binding on all citizens who permanently or temporarily reside on the territory of the community.
Standing committees of the council are elected from among the deputies, which meet to study, preliminarily consider and prepare issues within the council's competence, and to monitor the implementation of decisions.
Deputies have the right to unite with other council members in deputy groups and factions (based on unity of views or party membership).
The Nova Ushytsia mayor is elected by the territorial community on the basis of universal, equal, direct suffrage by secret ballot.
The term of office of the settlement head is five years. Anatoliy Oliynyk, the Nova Ushytsia mayor, took office in November 2020. Information about the previous village heads is available here.

The mayor heads the executive committee of the council and presides over the council meetings.
Executive bodies of the Nova Ushytsia settlement council
Executive bodies of the council and executive authorities are not the same thing! Executive bodies of the council are part of the local self-government system. Executive authorities - exercise state power.
Executive bodies of the council are bodies established by the council to exercise executive functions and powers of local self-government. That is, deputies make decisions, while executive bodies ensure their implementation. In addition, executive bodies ensure the exercise of powers delegated to them by executive authorities.
Executive bodies include the executive committee, departments, offices and other bodies established by the council.
Departments, divisions and other executive bodies of the council are accountable and controlled by the council, subordinated to its executive committee and the mayor. Heads of departments, offices and other executive bodies of the council are hired and fired by the mayor.
The powers of departments, divisions and other executive bodies of the council are determined by regulations approved by the council. Their employees are obliged to act in accordance with their job descriptions.
Starosta is authorised by the council that approved him/her to act in the interests of the residents of the respective starosta district in the executive bodies of the council.
